Standing Rules
- Proposed Amendments to the Standing Rules & StructureReport II
Conference is asked to adopt three amendments to the Standing Rules: adding extension-ministry representation to the Uniting Table, adding the Caretaker of God's Creation Coordinator to the Transforming Communities Vision Team, and clarifying how resolutions and proposals reach the Annual Conference (including recognizing Vision Teams as conference agencies and obligating the Uniting Table to act on every resolution forwarded to it). Adoption requires a two-thirds vote and would take effect immediately.
- Río Texas Conference Standing Rules & StructureReport III
Conference is asked to adopt the full Río Texas Conference Standing Rules & Structure document—the governing framework that defines the Uniting Table, the four Vision Teams, the administrative agencies, and the rules for conference business. This is the foundational organizational charter under which all conference ministry and governance operates.
Finance
- Authority of the Finance Table to Respond to Unforeseen Financial SituationsReport I
Conference is asked to affirm the Finance Table's (CF&A) authority to adjust budget implementation for changing economic conditions and unforeseen circumstances, and to grant funds from the Contingency Fund or Reserves to meet emergencies. This gives the Finance Table flexibility to respond mid-year while remaining accountable to report actual spending back to the conference.
- Support for District Superintendents (2027 Compensation)Report II
Conference is asked to set the 2027 salary and benefits for District Superintendents, including a cash salary of $103,355 plus benefits at actual cost, and to define which expenses are provided by the districts (including parsonage and office support). This establishes the compensation package for the conference's superintendents for the coming year.
Pensions
- Resolution for 2027 Past Service RateReport I
Conference is asked to set the 2027 Past Service Rate at $792 per year of annuity credit for the Pre-82 Pension Plan, a 3% increase over 2026. This rate determines the pension benefit paid to clergy for their years of ministry before 1982 under the Wespath-administered defined benefit plan.
- Resolutions Relating to Rental/Housing Allowances for Retired or Disabled Clergy 2026–2027Report II
Conference is asked to designate 100% of pension, severance, or disability payments received in 2026 and 2027 by active, retired, terminated, or disabled clergy as a rental/housing allowance. This annual designation is required for clergy to claim the federal income-tax housing-allowance exclusion under IRC section 107.
- Restored Staggering of Board of Pensions ClassesReport III
Conference is asked to approve class assignments that restore the staggered membership terms of the Board of Pensions following the 2024 election cycle. Restoring staggered classes ensures continuity, accountability, and a healthy leadership rhythm on the Board.

- Historic Site Designation — La Trinidad UMC (San Antonio)Report I
Conference is asked to designate La Trinidad United Methodist Church of San Antonio as an official United Methodist Historic Site under ¶1712 of the Book of Discipline. The designation recognizes the church's significant historical impact on the development of Hispanic/Latino Methodism, its leadership in the conference and general church, and its longstanding ministry in San Antonio.
Resolutions
- Allegiance to Christ in Solidarity with ImmigrantsAddendum Resolution
A resolution declaring the Rio Texas Conference's immigrant-serving ministries an obedient exercise of Christian faith and committing the conference to stand with and welcome indigenous, immigrant, and non-white individuals, families, and communities while refusing to collaborate in their defamation, oppression, or removal. An official Spanish version ("Lealtad a Cristo en Solidaridad con los Inmigrantes") is also provided.
- Supporting Gender Inclusivity, Equal Protection, and the Sacred Worth of Transgender and Non-Binary PeopleAddendum Resolution · For Action
A resolution, marked FOR ACTION, calling the Rio Texas Annual Conference to adopt non-discrimination policies including gender identity and expression, to support civil rights protections for transgender people, and to affirm that gender identity is not a barrier to candidacy, ordination, appointment, or lay employment. It was affirmed by the RTC Transforming Communities Vision Team and authored via the Reconciling Ministries Network, brought forth by Rev. Nancy Mossman; an official Spanish version ("Presentado para Acción") is also provided.
