Conference is asked to adopt the full Río Texas Conference Standing Rules & Structure document—the governing framework that defines the Uniting Table, the four Vision Teams, the administrative agencies, and the rules for conference business. This is the foundational organizational charter under which all conference ministry and governance operates.

The Vision of the Río Texas Conference: Uniting Peoples, Vitalizing Congregations, Developing Leaders, Transforming Communities.

Structure and Agencies

This document sets out the full governing structure of the Río Texas Conference. At its center is the Uniting Table (or equivalent structure), whose function is to coordinate mission and ministry through the four Vision Teams focused on the four pillars of the conference Vision: Uniting Peoples, Vitalizing Congregations, Developing Leaders, and Transforming Communities. The Uniting Table and the four Vision Teams are responsible for focusing on the Mission Field, and the Uniting Table fulfills all references in the 2020/2024 Book of Discipline to a conference council on ministries. The Uniting Table is accountable to, and funded by, the Annual Conference.

The document defines the membership of the Uniting Table (including the Bishop ex officio, the dean of the cabinet, the lay leader, Vision Team chairpersons, administrative-agency representatives, organizational presidents, seven members at large, and a Mission Field Advocate), the role of the Mission Field Advocate, the funding and task-force authority of the Vision Teams, the nomination and election of chairpersons, and the standing of independent organizations such as United Methodist Women/United Women in Faith and United Methodist Men. It continues with the administrative agencies (Rule 6), nominations, conference sessions, and the rules governing resolutions, proposals, and conference business.
