Consent agendas

How routine reports move quickly — and how to pull an item out for real debate.

To save floor time, two consent agendas bundle items expected to be uncontroversial (Rule 23):

  • Consent Agenda 1 — information-only reports. The conference simply receives them.
  • Consent Agenda 2 — action items believed to have little or no dissent.

Any member may move to remove an item, with a second and a one-minute explanation. If 20% of members vote to remove it, it comes to the floor as a normal, debatable item. Pulling something out is ordinary and expected — not an act of hostility.
